Moving home in New South Wales can be expensive. In most cases, renters must show they can pay four weeks’ rent for the bond plus two weeks’ rent in advance, often needing thousands of dollars readily available just to secure a property.

Traditionally, the rental bond is lodged with NSW Fair Trading via Rental Bonds Online, and tenants must wait for their previous bond to be refunded before accessing those funds again. The introduction of a portable rental bonds scheme in NSW aims to change this, allowing tenants to transfer their bond between properties without paying a second bond upfront.

NSW Portable Rental Bond Scheme: What’s Changing?

In welcome news for renters facing ongoing cost-of-living pressures, the NSW Government has introduced reforms to create a portable rental bond scheme.

This reform empowers the Rental Commissioner, Trina Jones, to implement a system where:

  • Rental bonds can be transferred from one property to another
  • Tenants will no longer need to pay a second bond upfront while waiting for their previous bond to be returned
  • The process of moving between rental properties becomes faster and more financially accessible

When Will Portable Rental Bonds Start in NSW?

The portable rental bond scheme was originally expected to launch in late 2025, however implementation has been delayed due to technical issues. At the time of writing, no updated commencement date has been announced. Until the scheme is live, renters should continue to budget for traditional rental bond payments when moving.

How Will Portable Rental Bond Deductions Work?

Under the new scheme:

  • Rental bond deductions will be assessed as they are currently
  • The NSW Government will guarantee the full bond amount to the landlord
  • Any agreed or adjudicated deductions will then be recovered directly from the tenant by the Government
  • This ensures landlords are not financially disadvantaged, while allowing tenants to move without needing double-bond funds.

Key Rules and Considerations

When the portable rental bonds scheme becomes active, tenants and landlords should be aware of the following:

  • If a new property requires a higher bond, tenants must pay the difference
  • The scheme does not apply to rooming accommodation
  • Participation will be mandatory for landlords
  • Renters should continue using standard bond processes until the scheme officially commences
